拜登:成为美国总统的100天

  转眼,拜登入主白宫已满一百天。自罗斯福就任美国总统时提出“第一个百日”概念后,“总统执政百天”逐渐被社会舆论用以评判该任美国总统开局是否良好的重要标志。

  那么,拜登在任美国总统的头一百天里,究竟表现如何?

  在就职之初,拜登曾表示,美国“有太多要完成,太多要治愈,太多要恢复,太多要建设……”百天之后,拜登向美国民众宣告,美国又向前了。

  当地时间4月28日,拜登在国会发表百日演讲。他围绕新政府上任以来颁布的一系列政策展开陈述,力图营造一个在大萧条危机中力挽狂澜的施政者形象。 

  尽管如此,在大多数美国民众心中,拜登的表现只能算是“差强人意”。多家民调显示,一半的美国民众对拜登迄今为止的表现感到满意,其中调查机构皮尤统计的支持率达到59%。即便这样,拜登百日支持率在历任美国总统中排在倒数第三。

  U.S. President Joe Biden gave his first address to a joint session of Congress on April 29, laying out the achievements of his 100 days in office and outlining new legislative goals. Though arbitrary to most casual onlookers, this “honeymoon period” has long been used as an early barometer to gauge the success of an administration.  

  Biden said “America is on the move again” and mentioned his achievements, such as pushing the $1.9-trillion coronavirus relief package through Congress and administrating 200 million COVID-19 vaccine shots in his first 100 days.

  修复前总统特朗普政府遗留下来近乎失序的混乱局面,是拜登上任100天里最重要的主题。为此,拜登上任首日就一口气签署多项行政命令,并撤销了特朗普政府时期发布的政策,将结束新冠大流行、用公共投资驱动长期经济增长、扭转社会不公进一步扩大作为首要施政目标。上任以来,拜登始终围绕经济和公共卫生等两党分歧较小的“餐桌上的问题”在做积极努力。

  Fixing the mess left behind by the administration of former President Donald Trump and restoring the office to how it was have been the prominent themes of Biden’s presidency. In his first 100 days in office, Biden lasered in on correcting the federal government’s COVID-19 response, picking up a botched vaccine rollout, issuing more executive orders than his three predecessors.  

  而美国疫苗接种速度,无疑是拜登上任以来最得意的政绩之一。从最初不到1%的疫苗接种率,到如今美国已经接种了约2.2亿剂疫苗,超额完成原定接种1亿剂的目标任务。路透社称,如今美国因新冠死亡数字已经从原先日增3000人降至700人以下。在拜登上台不久就迅速通过的价值1.9万亿的经济刺激计划,则是他给美国人兑现的另一张“支票”。

  全民疫苗接种、多项财政刺激措施和大量行政命令的多管齐下,让美国经济困境得到纾解,新增就业岗位达百万,华尔街股市也表现强劲。不少美媒都承认,比起上台初期动静颇多的特朗普,拜登更属于“少说话,多做事”的实干派。

  外交方面,拜登大体延续特朗普政府对华战略,将中国定义为“竞争者”,但强调“不寻求与中国发生冲突”。拜登还宣称,美国将在印太地区保持强大的军事存在,理由是“要预防冲突发生” 。

  There is of course little doubt in the minds of Americans that Biden has managed the country’s COVID-19 outbreak and the resulting economic fallout better than Trump. To add to this, Biden’s main legislative achievement so far, the $1.9-trillion COVID-19 relief bill, had been in the works since before he was even officially nominated the Democratic Party’s nominee for president. 

  Although Biden, following the pattern of earlier statements by his Secretary of State Antony Blinken, has been trying to cool geopolitical tensions by framing China as a “competitor” rather than an enemy, he did not completely jettison Cold War language. In particular, Biden warned that the U.S. would keep a NATO-like military presence in the Indo-Pacific region.

  拜登成为美国总统的第一个百天过去了,但它仅是一个开始。现实情况是,在枪支管控、移民危机、种族等重要问题上,拜登政府仍然略显被动,加上近期亟待援助的印度疫情与“美国优先”之间的利益冲突,未来拜登还将面临巨大挑战。
